In March 2016 Warland and Greedyland concluded the Treaty on Strategic Alliance in which Greedyland undertook to sell Warland 10,000 newly developed guns which allowed for highly precise targets when used in armed conflict. In compliance with the treaty’s Phase A Greedyland proceeded to send 5,000 such guns to Warland. However, amidst strong reactions from the opposition as well as from pacifist groups in the country, the government of Greedyland found itself under immense pressure to drop its plans to proceed with Phase B of the treaty which would see the transfer of the remaining 5,000 guns to Warland.
Consider the following:
(a) Advise Greedyland of its obligations under international law in performing the treaty.
(b) What would be your answer if according to evidence Warland used the guns it already obtained as part of a genocidal plan to exterminate the Purists, an ethnic minority group living in its territory?
(c) What would be your answer if the treaty provided that such guns would be used for the ‘cleansing’ of unwanted ethnic groups from the country?
