You’re being asked to write a paper that compares and contrasts two problems for which planners have developed solutions. So your thesis could relate to this general topic, but it’s up to you to choose which problems to compare/contrast. For example if you’re interested in community development, maybe you want to contrast the way cultural plans are developed and implemented compared to planning for social services.
The second option is to relate your thesis to the other questions listed in the syllabus about the profession: what is planning, who’s involved in planning, and what do these problems tell us about it? And then you’d use the two problems as examples.
