Your police department has just experienced a 10% budget cut. As the public safety administrator, you had to reduce the detective force by 2 of your 6 detectives.
These detectives were all senior officers with at least 10 years of experience.
They were reassigned to patrol because you were not able to hire 5 new patrol officers you were budgeted to hire, due the budget cuts, which has led to some serious labor relations problems.
As a result, the police union has received grievances from the investigations department and from the patrol division.
You did not have any choice due to the 25% increase in residential burglaries and 15% increase in sexual assaults, additionally the mayor and the city council have demanded more police patrols on all shifts.
The officers have to work mandatory overtime, and to cover the overtime cost the public relations and the school liaison departments are closed.
The officers’ morale has dropped significantly and there is an increase of citizen complaints against your department for alleged undue force used by the officers.
Also, you have two minority patrol officers suspended for investigation of corruption involving drug trafficking by a gang of the same ethnic background as the officers.
These two officers have hired attorneys and are filing a discrimination complaint against the department.
Your city attorney recommended that you consider setting up a citizen oversight committee to help with all of these problems. You are considering the options and conduct your research.
