Program Management can be influenced by politics since the administration cannot be insulated from politics. The duty and responsibility of public administrators are to implement public policies/programs following specific procedures. Who prepares
public policies- Obviously, it is the politicians/legislators who would frame public policies. Thus, administrators in one way or another, by implementing/managing public policies adhere to the interest or intents of policymakers. Therefore, it can be argued that there is no way to insulate administration from political influence or political interference. In other words, whatever careful and professional quality displayed in the
implementation of a particular policy, the political influence lingers around. What this means is simply that the ultimate purpose is to achieve the goal(s) of a particular policy/program set relative to a particular political decision. What do you think?
