“Police are working a night shift, 1800hrs to 0600hrs on Sunday. During the nightly police muster,information is provided in relation to hot spots and taskings. Th is briefing advises police of intelligence reports relating to a local Suspect Target Management Plan (STMP) target, Peter STAKER ,further advising STAKER is selling illicit substances at Keeling Park on Thursdays. STAKER has bail conditions not be be within 500m of Keeling Park. Constable BUTTERMAN turned to his”
“offsider, Constable ANGLE and said,”That dodgy bastard always has drugs on him when I search him”.”
“Later in the shift, Constables BUTTERMAN and ANGLE are conducting patrols and decide to conduct STMP checks. It is 0300hrs when they arrived at the address”
“of Peter STAKER. The lights are not O fl at the address,suggesting that all occupants are asleep..Constable BUTTERMAN opens the screen door and bangs loudly on the wooden door. With no answer Constable BUTTERMAN knocks again. From within there is a male responding sleepily,”Yeah,yea h I’m coming”.
The wooden door opens slightly and the constables see STAKER looking out, ”What do you want? Don’t you know w hat time it is? My parents are trying to sleep”.”
“”Just checking up on you,”” said Constable ANGLE, ”You are one of our high risk offenders.”
“STA KER appears dishevelled and his eyes are red. Constable BUTTERMAN says, l’m Constable Butterman and this is Constable Angle from Rossiville Police. You seem affected by drugs, we are going to search you ”Constable BUTTERMAN steps forward and tries to grab STAKER. STAKER pushes BUTTERMAN away, yelling, ”You have no right to search me. This is my house.”
“Constables BUTTERMAN grabs STAKER in a headlock and wrestles him to the ground. STAKER struggles and yells out ”Get off me, I’ve done nothing”. Constable”
“ANGLE puts her knee on the back of STAKER’s head and says,”Shut up druggie, we ca n search you any time as you are part of the Suspect Target Management”
“Plan. And guess what, idiot, you are now under arrest for assault police and failing to comply with a direction. You get a bed for the night at Rossiville Police Station11”
