(When a paper asks you to identify the issues, you want to answer as many of these questions as possible- WHO, WHAT, WHERE, WHEN, WHY, & HOW)

- What court made the order?
- C. Where did the issue come from (what state?)
- What was the initial issue?
- Who were offenders that were specifically targeted? (the two types)
- What was causing the problems for these offenders?
- How did California come into compliance?
- Why did they choose that course of action?
- How has your state addressed the issues of medical care and mental health issues for your prison inmates?
Sources: Look at your DOC website. Some information will be in the Annual Report. Others will have a separate report on Health Services, or you will find information on the webpage, within the larger website itself.
- What mental health programs are offered at the prison?
- What physical health programs are offered at the prison?
- How many inmates are involved in mental health or treated for physical issues yearly?
- How is the state being successful? (That answers the relationship question under Exemplary).

- Has your court recently instituted drug court? (Use your Court’s Website)
- Has your state obtained federal money to create a new approach to address the Drug Crisis? (Use a State Website such has Health and Human Services possibly combined with newspaper article)
- Does your DOC have a specialized program for first time drug offenders sentenced to the prison? (Use your DOC or Court website)
Remember to discuss the who, what, where, when, why and how regarding the program in your state.

- What programs have been created for juveniles to keep them in school?
- What programs have been created to address their substance abuse issues?
- What programs does your juvenile corrections agency use in their residential facilities?
Remember to discuss the who, what, where, when, why and how regarding the unique program in your state.
IV & V. What are the strengths and weakness of:
- The mental health AND medical care treatment programs for adults at the prison in your state
- The substance abuse program OR the juvenile program you choose.
This is where you need to use critical thinking when writing. You are evaluating what you wrote about in sections II and III above.
If you provide more than one strength and more than one weakness for the three programs that you researched, then you can earn maximum points.
If you would like to write about the strengths and weaknesses in a paragraph after section II and then address the strengths and weaknesses after section III, please feel free to do so.
