Paragraph 15 of the National Planning Policy Framework (NPPF) published in February 2019 states that;
“The planning system should be genuinely plan-led”.
With reference to the relevant sections of the NPPF and current guidance/legislation, explain what you understand by this statement and how the NPPF suggests that it should work.
Discuss, with reasoning, whether or not, in your opinion, the statement is consistent with requirements of Section 38(6) of the Planning & Compulsory Purchase Act 2004.
