The author of “Joint All Domain Effects Convergence: Evolving C2 Teams” states: Our lessons learned in two decades of war should not be thrown away, but the joint forces instead must apply lessons learned in delegated authority to perform agile employment under possible barrage attacks, contested and degraded communications and distributed authorities that were previously centralized. The joint forces have not practiced this holistically since World War II and only partially practiced in Vietnam. Every war since then has been centrally controlled with less and less autonomy at the lowest levels.
