A local restaurant/bar in your area started featuring live amateur rock bands on weekends and the bands draw large crowds of young people. Over the past two months, noise complaints have tripled in the area; citizens have called in and mailed in complaints of excessive trash, drunken bar patrons urinating in their yards, drug use in the area, fights in the street, speeding vehicles, and an increase in property damage. Drunken driving arrests have increased and have been linked to the bar. Also, two of the band’s staff members were arrested for possession of firearms. The restaurant owner has ample security/bouncers and has done all he can do to mitigate problems, but he is making a lot of money and is in compliance with all the city’s requirements in terms of zoning, permits, business license, and so on.
