1. ‘The conventions concerning individual ministerial accountability,
and collective Cabinet responsibility are not fit for purpose as
mechanisms for regulating the conduct of government in the 21st
Century.’
Critically discuss this statement.

the following: the role which constitutional conventions play in the UK
constitution, other means of regulating governmental conduct
(through Parliament and the Courts, as well as electorally), the idea of
legal and political constitutionalism, and, as relevant, constitutional

2. ‘Parliamentary reform is a serious matter. Yet, proposals for change
have consistently offered little more than piecemeal solutions to
those areas most in need of reform. As such, they cannot be
considered serious attempts at reform.’
