The representatives of the French people have been organized as a National Assembly.
They believe that ignorance, neglect, or contempt of the rights of man lead to corrupt
governments.
Article 3. The principle of all sovereignty resides essentially in the nation. No body or individual
may exercise any authority which does not proceed directly from the nation.
