Part 1: Cash-transfer programs What are the two types of cash-transfer (conditional and unconditional). What are the differences. When the first one started and when the second one started. Briefly give an example of one specific case or country, which one do they use and how do they decide to which one to implement. Is there a context where they only use conditional, or unconditional.
This chapter to focus on what we know about the cash-transfer and development. Definitions. (more extensive) What is a cash-transfer program? philosophy? (more extensive) Briefer: How did cash-transfer programs start? When and where did they start? What were the methodologies used? What were the selection/eligibility criteria? What was the purpose behind the programs? Conditional and unconditional.
Part 2: Cash-transfer programs within the development sector Go specific how organizations go about conditional and unconditional. A particular case study. Positive and negative impact. Eligibility criteria. How it has worked in different countries. This part should focus on the integration of the cash-transfer in the development sector.How did it start? When? By which development aid organization? Where? What was the reason? What was the methodology? Eligibility criteria? Objective? And the outcome? What is the percentage of currently implemented CT in the development sector?Positive and negative impacts of the cash transfer in the humanitarian field.Impacts positive and negative impacts of these programs to be discussed in two sections.
1-Positive impact of the cash-transfer in the areas of implementation. Were the objective of the programs met? How did the implementation of the program positively impact the targeted communities? Why is it considered positive?Example: conditional cash-transfer in Latin America that targeted families with under-age children with a condition of sending children to schools and conducting regular medical check-ups led to increasing number of children in schools and increased vaccination.
2-negative impact: what did go wrong? How did cash transfer affect other living conditions?Example: people became more dependable on cash-transfer instead of finding a job or even refusing low-payment jobs as fear of losing the monthly stipends.

Part 3: Cash-transfer programs within the humanitarian sector How has development affected humanitarian sector. Where did it start. Explain how it differs from development sector. Do not repeat if it is similar to development. Say the mechanism is similar. Explain the eligibility, criteria, objective and the outcome in the humanitarian sector. Explain how is it different from humanitarian. This part should focus on the integration of the cash-transfer in the humanitarian sector and could be structured similarly to the first part.How did it start? When? By which humanitarian aid organization? Where? What was the reason? What was the methodology? Eligibility criteria? Objective? And the outcome? What is the percentage of currently implemented CT in the humanitarian sector?Similarly to the first part, positive and negative impacts of the cash transfer in the humanitarian field.
Part 4: Cash-transfer and protection4 A: Protection in humanitarian context Explain what protection is. How is it dealt with in the humanitarian sector. This part to address the term of protection in general. What is protection in the humanitarian context. Why is protection important. What does is address. How is protection implemented in the humanitarian context. Who is responsible for protection in humanitarian context. What is its effectiveness? (perfect)
4 B: Cash-transfer and protection: gaps in the literature How protection relates to cash transfer.This is something that has been highlighted in the literature review as it needs more exploration, or it has been seen in other case studies that this is problematic. It will be interesting to look how it would work in North Irak (KRI). Cash-transfer as protection tool. What is its impact on gender outcomes. How is cash-transfer related to protection. What are the positive cases of protection related to cash transfer programs. Is it always positive or it could impact negatively. What are the cases for negative impact. What is it missing/not covered in the literature review.
Part 5: Case study XI am choosing KRI specifically. This is the humanitarian situation there. They have humanitarian assistance there since XX. It has developed as follows. The local government is doing XYZ. The cash programs were introduces in year XZX. And I will elaborate more in chapter 2 and chapter 3. Briefly explain the political/humanitarian/development situation of your case study, and why it is a suitable ground for further exploring the topic of cash programs and protection.However, the research has not occurred in the case study I want to look at.
