The policy memo is a concise 1,000 word (+/- 10%) written brief addressed to a highlevel policy-maker who is considering, but not committed to, the use of force in a
particular situation to advance the government’s interests. The memo will identify and
analyze the political and strategic factors that should inform the policy-maker’s
decision, and recommend a particular course of action.

(1) VENEZUELA. In the wake of fierce protests against the regime of Venezuelan
President Maduro in January, opposition leader Juan Guaido pronounced himself the
legitimate leader and enlisted the support of foreign nations. The Trump administration
publicly threw its support behind Guaido, recognised him as interim president, and
suggested ‘all options are on the table’ when it comes to responding to the situation.
Russia, China and Iran continue to back Maduro. Moving beyond a so-called ‘Twitter
war’,1 Hawkish members of Trump’s cabinet continue to believe one option is a military
intervention in support of Guaido.2 As a strategic advisor to President Trump, what
